Kaveman, that is a very good explanation of how to gain the initial capital to sustain a stable "PPC base" or even an organic base.

Your not scaming anyone, I'll get more indepth with this for you to better understand.
When you first start up your directory you obviously won't be getting any traffic to it, but how do you get advertisers with no traffic and to keep it honest.
Well what you do is set yourself a PPC budget, for instance lets say I want to spend $300 a month PPC driving targeted traffic to the website, now that could result in about 6000 unique visitors per month, this $300 is part of the initial investment, but since we don't want to wait a full month before we intice advertisers what you can do is go out to those sites which give you 6000 visitors for $10 bucks or so (There are lots of them).
Now you have your stats to use for the advertisers, this only takes a few days so you can show your advertisers that your monthly stats average 6000 unique targeted visitors each month.
Your not technically lying to them or fooling them because your actually paying for those targeted visitors with your campaign, you only send the first initial shit traffic to boost your stats and to gain your advertisers without having to wait a long time.
Now once you get your advertisers you simply take a part of there monthly subscription and you use it to re-invest in PPC, so if you get 10 advertisers making you $1000 per month you can now use $300 or even $500 of that for new PPC targeted traffic, now your stats go up and now you've got more visitors, now you can take on some more larger advertisers, and keep it going from there just re-investing what you need and pocketing the rest.
There is no fooling anyone, but be careful don't get greedy if you can only afford to pay for 6000 targeted visitors your first month don't spend the $50 to get 50,000 visitors to boost your stats because that would make it a scam because your not sustaining that much traffic.
Does that kind of clear it up.
Thats almost the same thing with any paid software solution that doesn't supply you the source code.

Just search on Google "bulk traffic." Its all crap.
There are always people on webmaster forums claiming they turned a profit from some traffic site. Why? Because they own it.
There are probably plenty of people here that could give you traffic for free, heck you could do it yourself.
It's crap because you don't really get the traffic? Or it's crap because you don't get quality targetted traffic?
Don't get things confused... You're not going to want to run something like this based purely on purchased traffic from sources like these.
As Kaveman stated, this is a fairly simple way to get visitors into the site so you can begin capturing advertisers (they pay for the advertising space) and build a larger PPC (or whatever else you're going to use) budget.

I don't know it still seems a little shady to me....you are still presenting a false front to the subscribers, even if you intend to make up for it later. (luckily there is no Sarbanes-Oxley for this stuff, at least not yet)
