i definitely wouldn't recommend relying on Black hat SEO techniques as they can do you more harm than good. In order for someone to able to make some results with it, it would be necessary that he or she are highly experienced, although even in that case it could be too risky. On the other hand, I don't really see the point in it, of you want to achieve good ranking on long run you should rely on proven methods that will really bring some quality and valuable traffic to your site.
 
Negative SEO is not a good practice to do. If you want permanent ranking of your website then don't use the negative SEO. There are, of course, more sophisticated types of negative SEO, building "legitimate" low-quality backlinks over long periods of time. But these campaigns are quite expensive to organize and they are hardly ever worth it. You can get great results using good old-fashioned guest posting. Glad you want to avoid cheap shortcuts, as you probably know that nothing good can come out of that. I don't want to sound pretentious, but you need a set of strategies and criteria. You can just pick questionable domains and expect results. Case studies show that guest posting combined with creative outreach campaigns can do miracles.

I have not heard of any positive effects from this practice. It's very easy not only to get no results, but also to harm yourself

Negative SEO is real, but pretty rare unless you're in a super competitive niche. Most of the time, it's not worth stressing over. I'd definitely never offer it as a service — not only is it shady, but it can backfire hard. Better to focus on building solid SEO the right way.
