Notepad++ for me all day, baby :)
Honestly, for HTML/CSS/JS nothing beats n++, as far as I'm concerned.
Everything else just feels bloated.
 
Most of these are not free or open source, but well worth the money.

- PHPStorm - Lite on RAM, unlike EclipsePDT, love replace in path command and darkula interface. Highly configurable, use with GIT (bitbucket) and Atlassian JIRA

- EditPad Pro 7 - awesome features

- Desktop Server - for WordPress local dev - xampplite wrapper that lets you use .dev domain, sendmail (gmail smtp setup), local network access (great for mobile web dev)

- Mandrill App - EMAIL SMTP Service

- Photoshop CS5

- Springloops (hosted SVN) although I switched to GIT

Free tools I use.
Putty, Firebug, FF Webmaster Toolbar, Fiddler, Chrome Inspector Mobile Emulation
 
Seriously, Microsoft WebMatrix is probably the best thing to use if you're on Windows. It is free, lightweight, and comes with many advanced features. It is easy for me to run my sites in a iPhone, iPad or Windows phone for testing, and you can install databases and set up virtually any CMS with a few clicks from the app gallery.

If I don't use WebMatrix I am using Notepad+ and never DreamWeaver.

Just downloaded Google Web Designer not long ago but haven't had a chance to use it.. seems different from anything I have used before, anyone have experience with it?
 
PHP IDE + HTML5 editor + CSS3 editor + JavaScript editor = phpDesigner8

This is what is use. One thing that i really like about this IDE is the Intelligent syntax highlighting, switch automatically between PHP5, HTML5, CSS3 and JavaScript.

For me PHPDesigner 8 is good. It has PHP editor with builit-in HTML5, CSS3 and Javascript editors boosted with features.
Been using this for years and help me a lot.
