Does Vietnam have Craigslist or something similar? You can always post a fake ad advertising free "stuff" at his house, whatever that stuff might be. I'd also confirm that the address is a physical address and not a PO box or something like that.

Not really sure who you and why you think you know me (I'm definitely not 49, for one) but I'll have you know that I tried to reason with the person and he didn't want to be logical, even after I presented him with the potential consequences of his actions.
Being poor is no excuse. I grew up in a family that definitely would not be considered wealthy but I worked hard. This person clearly has a lot of talent with computers but instead of doing something productive with his talents, he chooses to use them in a destructive manner.
