Normally I wouldn't bother with this, but perhaps you're just really misguided and this an earnest attempt to make things right. Here's what I'd suggest you do to make the best of a bad situation:
1. Go through all those paypal disputes and refunds that have caused your negative balance and make a list of all the customers.
2. Contact each of them sincerely apologizing for the inconvenience and problems you've caused them and their businesses. (don't mention your own problems, nobody cares about that, their concern is rightfully themselves). Offer to give them the contact to your team manager for free, as you have lost the right to ask for any form of upfront payment based on the situation.
3. For those who accept, ask them, once your contractor's team has completed their work, if they are satisfied, if they'd be willing to cancel their disputes or pay for part/all of the original amount of their order. Don't demand a set amount, don't demand anything. Simply ask them to pay what they're comfortable, and if they're angry and want to hold a grudge then they can pay nothing.
If you do this you'll have done your supposedly excellent manager right by providing him work; you'll have provided some form of consolation for those you caused problems for by giving the runaround and failing to deliver services; your reputation will be slightly less tattered; and you'll likely have managed to reduce the hole in your PayPal account.
That's what I'd do in your place. It isn't perfect, but it's a hell of a lot better than what you're offering currently.
