Some thoughts you may already have planned/implemented, if so you spent more time reading and not doing so you should go and do something.
Links - Try to focus on high PR and dofollow for google love. Other engines don't rely on it. If you're just doing junk save yourself the hassle and pay someone a few bucks to blast a few hundred sites. Do the old "join related forums, provide some advice, link in sig/advice" thing if you have time, Yahoo Answers is possible. Get a friend to ask if anyone knows about dealers in the local area and what do you know you have a site just for that.
8 accounts - Hopefully that includes Squidoo/Hubpages/ehow/scribd/etc and not just blogs. Hit up ezinearticles and the other article directories, you don't need to change the articles in a major way but get them on a few sites. Monetize the web 2.0 sites you've put up, don't just do directly related to the money sites and then link to it. For example throw up some crap about the city then list a couple of businesses with the major link being to your sites (you can add and remove them as you finish/sell the niches). Or make a few pages about getting deals with cars (or whatever other business type you have) then push them to your site. Find some CPA offers to push there as well or ebay (used cars/whatever else) or some amazon books (travel book on the area, car maintenance books etc) on these properties, your main interest appears to be ranking for your sites you will be doing long term before selling so get some short term benefits if you can. Once you've sold them it's easy enough to switch the links on most sites.
Traffic - Install the Alexa toolbar (yeah worth about 0.0001% of nothing according to most) and get others you know to do it too and visit your money site to at least show up in their rankings (this will be important when you come selling so you can quote unbiased "stats" or use it to back up your other stats). Once you get close to selling and you don't mind being a little naughty there are ways to boost your stats, just do it carefully and have an explanation ready why it changed so much. Install Google Analytics a few months before getting ready to sell to see if you have local traffic or not, if you don't have local traffic then remove it before selling and keep it as high level as possible (X visitors from USA). If you want local traffic try some offline marketing or even ppc. Adwords let's you drill down a fair bit and spending $50 to get a heap of in-state traffic could be worth it if you think you're going to be dealing with people who have half a clue about sites and traffic stats.
Upsell/continuity - Don't just sell the site, if you're being geographically specific and live in the area start a "webhosting company" and put your links on each property you have. When you sell the site offer the hosting along with it free for 3 months or whatever then keep it cheap enough for it not to be worth switching (this is where a lot of flippers make their money). You can also offer them domain name registration, get a free enom reseller or something similar, will cost you $8.95 per name and you can charge what you like (I think retail is min $9.95) but again it's a case of keep it cheap enough for them not to be worth the hassle. Say you can transfer wherever they like or shift it to their own account but there might be downtime switching hosts/registrars as it takes a few days for changes and email confirmations, mention your current providers have some good free add-ons. For example they'll most likely only go to godaddy for domains if they have no idea so is it worth the risk of losing the name in transit if it's $3 a year difference? Also offer to continually manage the site for a monthly fee, and now you are not just a webhost but also an SEO company. Get a few of these sold and under your belt and you can use them as "case studies" for further marketing.
