It doesn't, that's not what a "power of attorney" means. A POA gives you the right to "stand in the shoes" of the person you are acting for, e.g. you could sell their house, enter into a contract, etc and exercise legal rights that they could on their own behalf. They can't grant you any more authority than they actually have though (I could sign over power of attorney personally to my good buddy Frank, but I couldn't sign over power of attorney to Frank to act on behalf of President Obama).
a "Power of Attorney" doesn't literally mean, (as Mr. Costello seems to think) that you suddenly have all the "powers" (e.g. intelligence, competence, a state bar card, a clue, etc) of an actual attorney. Your constitutional rights as a defendant in a case allow you to call someone like Costello as a witness to testify, but he doesn't automatically get the authority to act like an actual attorney, and the Court has no duty to let him speak if he's holding himself out to have that right because someone gave him a a Power of Attorney any more than Jon can elect best WF poster of the day to get to be the U.S. Commander in Chief for the Week. His contractual relationship, if you could even call it that, with Grunin only affects the rights between those two, the Court and Judges aren't affected and don't care.
TL;DR The court will tell Costello to take a hike, unless they just want to hear him talk for a few minutes for their own amusement. Either way, he has zilch authority to represent a Defendant and will be removed.
Can you represent yourself in court? If so then surely you could give power of attorney to another to act in your place. No?

However, if he's up for illegal firearm possession by a felon, he's looking at considerably more time anyways- COURT CASES: As a Diplomat, Brian Costello can represent anyone in ANY court in the U.S. without you being present.
