so you still never answered why he was "shooting at a dog". Unless the dog was attacking someone else or something, which doesn't seem like what happened.
The dog was more than likely causing problems. People will drop dogs off in the country and they'll come up to peoples houses and attack their dogs or other animals.
Just do what hundreds of illegal immigrants do in the state of California on a daily basis:
