What's a fair rate to pay writers?

If you go on fiverr, you can find some native USA writers that write pretty solid stuff for good rates.

It's even cheaper if you have them "rewrite" an article.

I think that 60$ for 500 words is ok. But it depends on his experience and skills to write a good content, even if it will be more expensive I guess it worth it if he will create brilliant content
