It depends on the type of material that you're asking for, and the length of the piece. I think it's more fair to pay a writer by the hour though, and not on the number of words. Because the duration of writing is what really reflects the thought and effort put in by the writer.
I think something around $5-$10 for 500 words or so and be prepared it will be good rewritten text, just from my experience here really. So what do you say about it ? How much it really can go there. But I am more than sure it's enough for web content.

A good idea would be to do a few tests - sometimes you find really good writers for low prices and then you can save them for future use in the platform.
Just in case this is still relevant, fair rates these days for GOOD writers is about $0.02 per word. This will be enough to get you passable articles that range from the casual to the technical. Of course, if you want much better quality, you will need to pay a lot more..
