Well you are wrong. Crime is relational to poverty. Welfare reduces poverty by helping those below the poverty level say at or slightly above the poverty level. Therefore, welfare reduces crime.

If we were to just give my brother money he'd simply use it to go buy heroin. We have no legal authority to force drug tests on him. Therefore that leaves my family one of two options: 1. Feed his drug habit which is heavily reinforced by his mental illness, 2. Cut him off and let him become a homeless schizophrenic heroin addict rummaging through your garbage and trying to bum money off your 12 year old daughter while she gets on the bus for school.
Because my brother is eligible for state funding for things like his own housing (he would never stay in my house or my mother's house, for example. He would simply flee because although he has a mental illness, he's still a 30+ year old man that wants to live his own life), he is court ordered to take drug tests and court ordered to be on his medication.
If he fails the drug test, he risks getting cut off from the money and the section 8 housing that enables him to get some Independence. He is also at risk of going to a mental institution if he doesn't play by their rules. We as his family literally have no authority to implement any of this.
