Some countries in Africa are decent. South Africa, Kenya, and Botswana come to mind. Rwanda has shown some big improvements, and has been named Africa's most efficient government by the Global Competitive Report. Mauritius is practically the Hong Kong of Africa. There still needs to be a lot more economic development there though.
I still prefer living in Hong Kong though because I really enjoy Chinese culture and East Asia, but I've acquainted myself to some Africans that live here and they're really very nice people. Like I said, you should start seeing people are individuals and not as monolithic groups.
You're extremely closed minded, and it shows that you don't really interact with anyone outside of your race.
And of course you wouldn't consider public schooling much of an accomplishment, but it benefits society overall to have a well educated populace. WF poster Wayne gave some really good examples of what the German public schooling system can produce. In Germany university education is basically fully subsidized by the government.
As a libertarian, I like limited government, but I don't like the idea of government completely dropping public schooling because then you have large patches of knuckle dragging idiots that are completely uneducated since they couldn't afford a private school.
Eliminating public education is the definition of a Nation shooting itself in the foot.
