These links are great for jizzing on tier 3's IMO. I would not recommended using these even on tier 2, they are two fucking powerful

Either, but if it's a smaller project, tier 1 is probably going to give better results.

You'll get a boost, possibly even ranking it, but tiers would be more effective, and are a scheme I have much more experience with.
