If you want to get super technical... almost any marketing that is for profit can be considered a scam if looked at in the harshest light. The main difference is are you intentionally fucking people or ruining their lives or not?
How many nights did you stay up awake, haunted by the cries of scammed-Grannies, before you came up with THAT justification?
Speaking of scammy advertisers......... check out some of the banners that made it into rotation.

Let's consider a plumber who advertises online to replace customers gas boilers and does so for a fee.If you want to get super technical... almost any marketing that is for profit can be considered a scam if looked at in the harshest light. Don't mind the trolls, just PM Grindstone, hell hook you up.
Meh... If Mary has her number decal on her car for her baking company, I wouldn't consider that a scam.
I don't mean any marketing action could be considered a scam, but I'm sure a person could find some aspect of her overall marketing a scam... for instance people consider a lot of Mcdonald's healthy menu options a scam because of their calorie content or ingredients. When CVS stopped selling cigarettes to promote health, some people consider them claiming to promote health was a scam because they still sold soda and other unhealthy items.
Now I think you're just trolling
I've been on WF 5 years, and what constitutes "acceptable marketing" here still confuses the heck out of me. Let me get this straight:
1. Selling sign-ups to hook-up dating sites full of pretend women (but no real ones) = good
2. Selling worthless weight loss products to people desperate to lose weight = good
3. Selling bullshit government grants packages to people desperate to make money = good
4. Selling payday loans to people who will never be able to pay them back = good
5. Selling worthless marketing materials to people desperate to make money online= bad
Am I missing something?
