I've been using Amit's Social Bookmarking packages for a few weeks now on a fresh site.

  2. Bookmark package
  3. Wait a couple days
  4. repeat.

and I honestly say its making a difference, most of my pages are now sitting around the 20-30 mark for my main phrases, which have some moderate competition. I'm sure I'll need to add some more heavyweight links in and mix it up a bit to break pages 1&2, but for a bookmarking service, Amits is one of the best I've used.
