Could this possibly be part of FBs plan? To encourage people to defriend people that they don't actually know, aka the fake spammy friends by realeasing such an intrusive feature like this?

At first I didn't think so, but Facebook is trying to be more than a website, or even the #1 website on the Internet. With the OpenGraph, they are trying to change the entire format of the Internet into a model in which you essentially log on to the Internet through your Facebook profile, thus enabling everyone to have one consistent online identity. To make that work they need "cleaner" relationships between users to better monetize everyone.
