The tax incentives offered by Puerto Rico and the tax incentives offered by Florida/Nevada/Texas are not comparable at all. I've spent significant time there, and have talked at length with people who've lived there for years, and if I had to pick a number off the top of my head I'd say that 80% of the island is relatively safe like most US cities.
