oh my.. since i was a kid i really hate math..but know its really killin me.. ahahhaha...i need a lot of time to answer that question.. but i rather go to B..

Personally I'd go with A, but pay for C myself as a goodwill gesture to my client (because C is hardly a risk)!! :jester:
B may well be the right decision, but PPC requires a decent level of skill at campaign level. If we assume that the PPC guy/girl has solid experience, then fine - maybe go with it. But if the PPC bod is new to the game, then this option would be a waste of money. Also, PPC campaigns don't generally make money until they have matured and been streamlined. A $500 budget would not allow for that to happen.

More than maths is required in my opinion: common sense.

Both Do follow and No follow are good to gain your website backlinks. If dofollow links pass link juices , then the nofollow links can bring your huge traffic to your website.
 
If everything works according to the figures you'll get out of the first option 50 conversions @ 20$, which makes 1000$.
That's a good ROI: 200%.
Option B looks rather safe as 0.80 > 0.20 meaning 400% ROI
With Option C you can make 800$ but you spend 350$. That's a better ROI than Option A but not better than B.
