Increase Google rankings?

I think your biggest issue is just time. Google page 1 is now a waiting game. You need to plan for at least 6 months. If it happens sooner then fine, but I rank in top 5 for very competitive terms and I waited around 6 months after placing high PR sape links before my rankings increased.

I think you should not worry about page rank of your site. Just get good content for your website and people will link to it.Not only good content but also getting quality backlinks from quality sites is lot better.

Yes, I agree with you here. Create Google-quality content! If you have content that is engaging and compelling, once people read it, they will naturally share it and post a backlink to your site. Encourage people to post a comment on your articles or blog posts. :)
 
create a links page, where you point to reputable website related to your content,

like HuffingtonPost , you select a relevant article, and link to the article
...

this help a lot for your credibility

check the backlinks of the guys on the first page,
emulate the one who have the least backlinks
