The best way to promote SEO services is by doing SEO.

If you think about promoting it on WF then pay for your post and compete with other providers.
 
Depending on where are you living and where you want to sell your service. If you are selling it where you are living, then the best way is to go into businesses and talk face to face. Have an SEO analysis report in your hand and show what are the problems with their site. It shouldn't take long hard convincing to get a client.

The best way to promote is to go for banner ads, offer services in forums like WF, BHW etc gain popularity. thats it how you got to do :). Seo is a slow process and it takes time. Be patient and keep promoting your self
 
A good SEO service will promote and sell itself, if you're having to push hard to gain clients. Then you're doing something wrong.
