Good link on strong news outlet! Seen these same links go for $XXX+ with other providers. Article was good, not going to win any Pulitzer's but still very solid. I pm'ed the OP asking for more info about the sites, and he offered me a free review for Site #1.
Speed: 5/5 - OP claimed a 5 day TAT. Article was delivered well within 72 hrs.
Communication: 5/5 - OP was available on Skype. Had a bunch of questions and he answered them all patiently. When the article was delivered, there was a small issue. I pinged OP about it, and he fixed it right away.
Quality: 5/5 - First, the domain is a very popular news site (PR 8). Second, the article was very well written, the writer clearly took his time to research the site. Finally, the article was posted in the relevant category, and linked from the homepage (PR 8), the category page (PR 6) AND a sub-category page (PR 5).
Price: 5/5 - $65 for a targeted article about your site, published on a genuine PR 8 news site is a steal. No other way to put it.
Overall: 5/5 - Top-shelf quality, this link is about as 'white hat' as it can get. Too soon to talk about SERP movement, but you should add this to your arsenal of premium links. Except you don't have to pay a premium, since OP is providing it at a ridiculous price.
