Alright my review - he aint guaranteeing inclusion, he just submit your website to directories . then at the end he give you a list of directories he submitted your site to, that has same category . now if its true and he really submit them i don't know.
So i don't know if its legit or not yet.

I think you do not know about Web directory submission No one gives you guaranteed inclusion of your website until if its own directories.

Web directories have their own guidelines and we can only submit according to it. They have hundreds of submissions every day and by checking website they approve it.

We have make sure you get good results by submitting your website to best fit category and the main thing is the best suitable category selection for submission and we have done that part for you. So you will get good results.
