This process has the anchor variation in its nature, not just after the penguin update but since the beginning. You wont get links coming out from a single anchor or keyword. As already mentioned in the OP that You get links in different anchors,here is the list of anchors or keywords

Depending on the amount of total links, 60 percent for me looks way too much for one keyword. Really, do not accept more than one keyword?

Thanks, Do not worry about the no of links or single keyword etc etc. This process has been implemented hundreds of times before and after penguin and 70% of the results are successful, and the remaining 30% have not seen ranking improvements but no negative effects yet.
