The fact that all airlines drop flights to / from those countries, hence restricting supply routes of neat things like medical staff, aid & supplies? This would only make the problem even worse.
It can take up to 3 weeks to know if you're infected or not.

Let people travel there, but make it clear it is on their own risk. Travel insurance does not cover travel to areas with civil war, epidemic outbreaks and the like for obvious reason.

Civilian flights are not needed to deliver medical personnel or supplies.

It's not to say that there's a 0% chance this would happen in the USA, but it is far less likely.
Spain's healthcare system has been getting railed in the ass by austerity cuts for a while now and they just aren't even close to as prepared for any sort out outbreak as hospitals in the UK, USA, or Canada are.
There's a point with healthcare where spending cuts cross the line from "saving money" to "completely fucking retarded" - this is a good example of the latter.

I think it's safe to say there's no medical system in the world ready and equipped to handle an ebola outbreak. The only places that are equipped and properly trained for this are things like level 4 CDC centers, but there's not exactly a huge number of them floating around the world.
