Not sure, but the guys from Dragon Force and the guy from Stratovarius are really damn good.
 
Stevie was phenominal and probably one of the best, but man what a difficult question there are so many greats! Randy Rhodes, Dave Mustain, Kirk Hammet and we cant forget about Jimmy.

Who was the lead Guitarist for Savatage, the guy sits in the top bracket as well as Yingve Malmsteen <--did I spell that right?

Just to many greats to pick just one I can narrow my favorite bassists down to two though. Cliff Burton and Trujillio, Ironacally they were or are both members of Matallica.

I'm a long-time guitarist and that's a very tough question. Fancy guitar playing has to work within the context of a great song. As a person whom favours innovation to technical ability major props go to:
  • Jimi Hendrix - yea the guy SRV tried to emulate all the time
  • Steve Howe of Yes - very versatile, always writes brilliant passages that are right for the song
  • Billy Corgan of Smashing Pumpkins - listen to Siamese Dream one more time before you question this
  • Jimmy Page of Led Zeppelin - another fantastic writer, great, well thought out guitar parts song after song
  • Andy Summers of the Police - I love the signature tele sound he conjures up, awesome in the style department
 
Haha well put guysmy. The guy knows his stuff, but wants to cram 3 hours of it down your throat in under 3 minutes.

Cool, I wasnt aware of that I have not listened to Dream Theater in years. If you dig Dream Theater you would also dig Savatage
 
I first heard Edge of Thorns on the radio as a little kid, must have had a huge influence on my musical taste over the years
 
Since "Best", especially in art, means different things to different people, there's obviously a bunch of different answers here.

Some folks love "shredders", for example, while others loathe them. This is a good example, although he's not shredding too much - I've played this clip for a couple of hours in a row a month ago and loved it, while my Jimmy/SRV/Zakk Wylde loving friend got bored immediately.

I spent some time last year researching the fastest guitarists to see if I'll get inspired to start shredding, and I found a bunch of people I've never even heard of before. So instead of mentiong the known ones, i'll mention a few that are great but a little more obscure:

Michael Angelo Batio is as fast as hell - some say THE fastest - and does some really strange things with his hands.

Jason Becker was a prodigy, not only incredibly fast but tasteful as well. That clip was taped in 1987, when he was 18!

Paul Gilbert - he's my favorite of all the fast devils, he seems to be the most versatile one and is a funny, down to earth guy.
