That is a child indian actor by the name of Tazvir Patel. He was widely liked by Indian movie goers, and on par with Mini Me from Austin Powers. I traveled to India in 2003 and he is still a big movie star there. But much older looking now. He's in his late 70's. He has that disease where he looks older, but is still young.
