Yes the blog network is still indexed and PR remains strong. We do have a couple that drop in PR once in a while but we have a steady and constant stream of High PR blogs being added every week. The numbers of the PR4 and PR5 is the same, but anything PR3 and below is always increasing due to new blogs being added all the time.
