Got my links.
The OBL is less than 100 on most of the pages, however there are some pages on which OBL is greater than 100.

PR5 = 6, PR4= 11, PR3 = 13.
One 3 or 4 blogs Scrapebox doesn't find the link, however he overdelivered, so no problem.
Comments are the usual ("your blog is great" etc.).

Overall, I got what I paid for. If you need this kind of service, you may give it a try.
 
Review: The comments were as advertised. The PR, dofollow was there as promised. However, the quality of the comment was not good. The usually spammy compliments like, "thank you for writing this".

The whole point of doing manual comments is so that they appear on topic. Otherwise, you can just blast your links to 100,000 web sites.

However, he did give me 14 extra links, so that's appreciated.

Yes I post generic comments on the blogs since the purpose is to get dofollow high PR backlinks. These high PR dofollow blogs require registration before posting comments which is not currently possible by any software in the market. You can use scrapebox service but 99% of the links will be nofollow and from low and mostly no PR pages with thousands of comments. Therefore a manual service is required.
