I prefer content every time. My reason behind this is because quality content can generate so many more backlinks for you it's insane. I've spent so much time trying to generate backlinks that my website's content suffered.
 
Backlinks are important and do help you rank. But content works across all channels from PPC to SEO, media coverage, and referral traffic. Good content can also lead to backlinks. If you have to choose between the two, I'd go with content.

If You have not great content then there is no meaning in backlinks because users want some information from your backlink. And if your content is great without backlinks you did not generate traffic on it.

I believe Content is the most important part of your website, this is the reason people return to your site, not some backlinks, your site can exist without them, but it can't without content
