What's the difference between Host & Post and Ping & Post

I seem to be having this discussion with a number of people, and for some reason different people have different definitions for both. Some even claim that they are both the same, since hosting offers will ping servers to verify the highest payouts & then post the leads.

I’d like to get as much feedback as possible, since it seems to be a sticking point with a number of publishers & emailers.
