What would you do with 220 Domain names if they just droped in your lap or where about to for the person does not have the funds to pay for them soon,

I would say 40% of the name are good
30% are middle of the road
30% low mid range

The sites have no real traffic because of mismangemnt as well as
the person has no real experence. and maybe it is he has the funds but has lost interest.

basicaly i can get the names at cost.

I'd develop them by doing the following:

Building content
Link building
Blog article posts
Article posts/PR

Then sell them once the PR and traffic is up

Park the less useful ones . Work on the others as specified above

What are the domain registration, age, type-in traffic, and any PR? If they get strong type-ins it might be worth parking, but the parking process could kill some of the value and any SE traffic. If any of them have modest pagerank, 3,4,5, etc. you could sell links and probably easily pay the registration fees.
