What can I do with 200$

Your $200 will disappear very quickly in this game. Are you looking at this as an initial investment or do you hope to be making money after spending this cash? If that's your monthly budget you should be able to make a site and rank it over time but don't expect wonders.

If I were you (and within budget), I'd write a site about something you're passionate about and try to naturally get traffic to it at first through links from similar sites, facebook groups. If you are offering something interesting then you'll keep at it and hopefully attract repeat visitors due to good interesting content. Then at least you are working on something you like and are likely of doing well at.

Another idea is offer a local useful service, restaurant reviews or something.

I've a few other ideas but you're not getting them;)

And don't for a second think you're going to get rich over night, everyone here that makes money works hard.

It would appear that OrangeCounty is now banned. But if you're just starting out and strapped for cash......this model will TEACH you quite a bit. You may even actually earn some money while doing it.
 
I would use $20 to buy 1 domain and hosting account. $50 to buy 5 unique high quality content. And the remaining $130 to buy links.

Spread the links between bookmarks, blog posts, Pr, web 2.0s and article sites. If the keyword is chosen properly, you should be able to rank in top 10 at least in 1-2 months. Or you can pay $10 to buy service for keyword research if you aren't confident in this.
 
I would use this money to buy domain names, hosting, articles.

If you had more I would use it to buy links

monetize wwith adsense to start off and move on to other things.
 
What would I do with $200?

I would spend that money on Articles. I don't really like writing (kinda slow at it) so I would spend $10 for a domain then $180 on some articles for this website.
 
Why don't you start a wso? Offer some kind of unique service and get a bunch of happy and satisfied clients. They'll return and soon you'll have a bunch of money available to invest in other businesses and pursue other avenues of IM.
