Save the 200 for regular hosting and buy the domains you need, do every other task on your own until you learn what works and what not.
If you are a noob and have no idea what your doing... I would research a niche you have interest in (that way you can write content and not get bored) and get cracking.

5) Download Relevant Plug-ins to stream line
And just play around with your site, try small SEO tactics one at a time, look up your competition and find out what they are ranking for..You need to just experiment. No guide or no advice will help you unless you get your feet wet.

Learn how to do keyword research before you decide to spend any of your money. Then you can buy all of the necessities for your niche.

I would'nt use the $180 on Google Adwords, theres so many free coupons out there that give you $75 google adwords for free and people sell them for like $3 to $5 each. It's good to test the waters, pay $5 from some guy selling the coupons and get $75 worth of advertising free.

Before buying any domain do a thorough research in the niche, keywords, competition etc. There is nothing worse than investing money into something which gives no profit back.
