Most incarceration is because of drug offenses. What I had in mind was violent crime, specifically homicide, and should have mentioned that.

On one of the recent gun control discussions on here I pointed out that VT and NH have very lax gun control laws, yet have few murders. I think it was VT that had zero gun murders in a recent year. West Virginia on the other hand has a much higher murder rate and is mostly white people.

Legally, slavery ended in 1865 in the US, but technically, it was around 90 - 100 years ago. That's a pretty short amount of time. Some law gets passed that says, "ok, all you slaves are now free!", although they have no home, nowhere to go, and not a penny to their names, and nothing but anger towards the people and country, so it's not difficult to see why things are the way they are. A person might point that out because they have a genuine interest in studying that topic, but another person might only bring it up because they have an irrational hatred for the south and like to bash it.
