Man, that's some horeshit. First of all, the mail had been discarded, right? You actually did that person a favor by forwarding them the mail. Not just that, but you included twenty bucks in the card!
I'd love to have the cops come to my house so that I could explain to them that I found a card on the ground, thought it nice to forward the mail to the person it was intended for, and even included 20 dollars.
I doubt any reasonable cop would write you up or arrest you for it.

It wasnt all that funny compared to being awesome! He found someone's birthday card on the road that was ripped open by some bum who perhaps stole cash from it. Poison then took the card home and added his special touch to it by posting a 'First I was Like' and 'Then i Became' pic of a brother. He wrote a small Happy Birthday message himself and enclosed 20 Euros (I think) into the envelope that he sealed and posted to the Birthday Girl. The Naughty Charlie dude was one of the original senders and we need to seriously meet him. As for the bum who opened the card, he would be choking on an all-mayo burger from macs downtown!
There is no such thing as a reasonable cop. The way the economy is right now and the fact that cops are now tax collectors, they would probably arrest the OP and for some charge that carries a $10,000 fine or something.
