I've used to scam networks in my career, luckily only lost like 10k out of the deal. Stick with people you hear good things about. If you must use a network you don't know about then run very small amounts of traffic to them and build a history of payments from them so you know they pay and pay on time.

I think that scrubbing IS scamming unless you are told that there is a scrub beforehand. We have campaigns where the advertiser scrubs against dupes, so we try our best to make sure we define that with them before we make an offer live. As a network, we hate it just as much as our pubs.
As mentioned, just stick with the common networks talked about here.. you'll do alright
