^Well that's too bad. I need at least 6 conversions from the 1000 package to make it worth my time and unfortunately my only targeted audience is in my specific state. If it was any less than 6 then I might as well use AdWords. Let me know if you're ever able to provide state-targeted traffic.

You can only guarantee that if you're using pop-unders, which have notoriously bad conversion rates.

You cannot predict anything by just looking at it, theses traffics has potential of converting, so I suggest you to first try one of the package and see. If you have good content sure the visitors will stay long time in your website.
