quick and dumb vps question

If a vps has for example a 4 core cpu and a 100mbps connection, then would I be right to assume that it is all shared with every other vps account on that server?

(so other accounts on that vps could really affect your vps basically)

It depends on the type of virtualization. If it's OpenVZ, yes, the CPU is shared among all of the containers. If it's Xen, the CPU might or might not be shared, depending on the setup. As far as the connection, it also depends on how the host has things set up.

I also had a similiar question, if my internet connection is 2MB, and the VPS 100mbs, which internet connection will I get? Does it 100mbs?

if its windows and Hyper-V then all the resources are dedicated. Bandwidth depends on your ISP.
