Do you find that joomla isnt that great for SEO as you cant change the section and category meta descriptions so all the articles linked to a category display the same description in google

I personally don't like it. I try to stick with wordpress if at all possible. It can do almost anything and you're better of sticking with 1 cms to ultimately understand it well. If that 1 cms you like is joomla though go for it.

You can set the meta at the article level.

SEF extensions - SEF - Joomla! Extensions Directory

yes but the category metas dont change and thats what gets shown in google a lot of the time...

to be honest joomla has a long way to go with its fixes

right now i cant change the blog layout from 2 column to 1 as it keeps reverting back to its default setting, random things like this happen out of nowhere which makes joomla hard to use and not particularly SEO friendly

Are you sure you know its the 'category meta'? OR is it the page title you are seeing? The pages I create in joomla are shown (in Google) by the page title, attributed in the menu link properties, and the content of the article. If you leave the menu title blank, yes it will default to the category name of the category you linked in the menu.

As for the second problem, something is reverting or overwriting the value in the db. Good luck. Neither one of these issues are a shortcoming of joomla.

Sounds like you may have a little way to come on learning the CMS. Good Luck Bros.
