Current OBL is under 15. Max will never be over 25-30.

Since each piece of content is written specifically for the link, if you want to change links it requires new content and there will be a fee for that. It's not like you can just swap out the links and have them still make sense. If the new links keep the same anchortext then you can change them once per year without charge.
