Review:

The Good:
- Work was done in a timely fashion / report sent over within 48 hours as promised.
- Report included the links, PR, and OBL counts.
- An extra PR7 was tossed in.
- Price is good at $3.26-ish per link with this mix of high PR pages.
- OBL counts aren't all jacked up. I had 3 under 15, 5 with 2X, etc... Only 6 over 100.
- Nice spread of domains.

The iffy:
- Some of the comments are pretty damn good with the links worked in semi-naturally. Others are obvious spam.
- Communication is restricted a bit since English isn't Apex's native language.
- Just like any commenting service, some of these links will inevitably get moderated.
- The OBL counts on the report are a bit off. Sometimes this is in your favor though.
- Had a few missing links, one NoFollow, and one with a PR4 vs. PR5 (Most of this has already been corrected by Apex with new links).

The bad:
- On sites that require registration the same account was used to post multiple comments. The quality (or lack-thereof) of comments is a moot point on such pages since they will all get deleted if a mod every bothers to look them over.

Overall:
I'd say that this is a decent service. I've used several other commenting services and this is one of the better ones - in spite of its shortcomings.
