The idea of identifying the "single issues" that matter most to swing voters and hammering on those issues repeatedly is extremely polished, but I think Barry takes the cake for working those "single issues" into a patchwork quilt, and bringing a sense of unity to the whole mess.
Nobody felt unified by the V-Chip legislation, although it definitely got Bill some votes.
