The PR change is definitely happening. Many sites that I have been involved in are moving up in the PR chain. One of my sites looks like it will hit PR5 finally.

Why do you need PR for your arbitrage site? Your buying all your traffic not ranking your arbitrage in the Search Engines..Dont worry about PR

WHOOHOO. I just checked today and 5 Star has been stuck at 5 forever.
Just jumped to 6. I AM THRILLED! My blog is still at 5 and it has a ton of back links but is a newer site.
