Your going to be hard pressed to find a camera that sucks that much. Maybe a garage sale or goodwill?
Get something decent. You can create actions (as fatbat said) to size the photos and save them as you need. You can do a ton of other adjustments on them as well. Then just drop a folder of pic on it. If your lucky enough to use a mac it's super easy to create an automator action scale your photos for you.
