I would go to adtech get as many business cards as I could and I would start testing offers..

Contact owners of well made new sites that are growing quickly. Massive growth - those new, popular sites that have some sticking power. I did this recently and it worked well.
 
Medici, I agree. Spend the time to contact targeted niche sites to start vs large ad networks that want you to shell out 5 to 10k min. to start. Then you'll watch them blow through your money before they can optimize it back to your ROI goals. In are case it took a few months before some of the larger ad networks started to perform.

good to know...havent had any luck getting in contact with webmasters though...guess i just gotta keep pushing.
