That is John McHead in that movie, the "Hair Killer of New York".

prefered that mid 50s wifes who started to dye their hairs in that red
colors as a sign they stoppped to have sex.

His "weapon" was water pistol filled with hair removal spray.
He is running then away shouting "Kojak, Kojak" and you can imagine
the horror and cries when the poor womans then tried to touch their hairs..
