Looking to get me site into pr 3 will pay $100

Hey there i have a website i wan't to make into pr 3 (google page rank), The things is that i tried few seo guys with no luck on that so i am not willing to pay before getting the site into pr 3.
I have now PR1 on the site and i want to make it into pr3, So i am willing to pay $100 to get the site i want to pr3. I will pay only after you will get the site to pr3, if you will get the site into pr2 and won't be able to make it pr3 i will be willing to pay for that $40.

Dude, anyone can increase your site page rank, only google can do it. Also, you have to wait for a page rank update to see the increment, and this happen not so often lately (the last was at the beginning of this year, after 8 months).
