It totally depends upon learning ability.learning a programming language is not a difficult task.the most easily programming language to learn is HTML.

I'm doing stuff like that with C# and Java. If you are skilled enough you could probably get it done within a few hours. (Depends on the requirements!)
I heard that Ruby is awesome for that purpose too, but I never touched it so far.
However, the question asked by the OP can't be answered because it's relatively. It's like on every business: If you are interested in it, you'll achieve your goals pretty quick but if you're just doing it to save money you'll get nothing but shit. To mention a number: You can learn all basics within a week if you are interested in it.

For me personally, I am in my last year of my studies, and we just did a programming course and I simply fell in love with programming. For me it's fun and challenging. So it's not to save money, but umm, well just to see If I could if I tried.
But the core goal is still Seo (though with the last update things really seem to get weird and I am thinking of investing my time in learning ppc after i graduate)
