They will still approve you as long as you're legitimate. Just call the network up after you apply and you should be able to get approved within 10 minutes.
Set set up a couple of sites with wordpress, throw some PLR up there and put some ads on the blogs and apply already. I got apporved to Copeac the same day I applied (make sure your phone is nearby), got accepted to Affiliate.com a day later, missed two calls today b/c I sleep weird hours.
In other words quit stopping yourself before you start, and go apply already.
I have been prejudiced b/c of the name but yeah I hear a lot of good things about blingshare. They list some of their higher-paying offers on their site--looks pretty good.
knock up a quick 1 page review site on something popular like grants or stuff and submit that on your applications. hire someone from the buy,sell section for $50 if you can't build a site. you'll have no problem getting signed up then by most of the networks.

A quick summary: put PPC on your applications - you don't need a website to be approved. When they call, or when you call them, tell them you want to run PPC, you'll design your pages around the offers. All they seem to care about is how you'll generate traffic. PPC is guaranteed traffic. You should be fine.

I got a call this morning and I was approved, and all I had to show was an empty domain with a default wordpress template haha. I guess what really matters is how you talk to them
