Well, some dropped domains have also page rank and people sell them for earning money so you have to be aware of this too.

Can make a PR 3 site in 1 month easily. But for what it's worth. If it has no traffic and no revenue then even if it's a PR7 then it's worth pennies.

I check the PR of every indexed URL from the site.

I use Scrapebox to do it. it takes so less time and If you do not have Scrapebox, I guess you would have to do it manually.

Pretty much any page checker tool did help you to check PR. PR is nothing nowadays, though. Focus on DA.
 
There are online tools to check PR as other members have already share PR tool but you can also check it via website visibality & authority.

But somewhere you have to check it via online tool.
